Created  out of a passion for public sector excellence, Best Practice Cities LLC is a woman-owned business registered in the State of Florida.  It is a strategic and innovative informal association of hand-selected, high integrity, high performing experts that help local governments reach and sustain operational and organizational success.  The founding principal is Cathy Swanson-Rivenbark, ICMA-CM, AICP, CEcD.  Ms. Swanson-Rivenbark was a credentialed City Manager for two dynamic full-service South Florida cities and previously led multi-faceted economic development activities resulting in multi-million dollar private sector investments, diversification of the economic base, enhanced quality of life and increased property values.  Her creative problem solving, "can-do" attitude, and collaborative style created the successful activation of numerous downtown projects; established dynamic staff alignments positioned for success; upgraded municipal bond ratings; and developed bold strategic plans that are still being followed today.  She has more than 35 years of local government leadership experience  with  high  performance,  innovative  and  sustainable  results.  Ms. Swanson-Rivenbark has a Masters of Science from the University of Wisconsin-Madison in Urban Planning (with a concentration in Economic Development) and a Bachelor of Arts from Purdue University in Political Science.
